Dakota Communications Center (DCC) Code Red Emergency Notification System Self-Registration Encouraged for Cell Phone/Text notifications Imagine that a rail car carrying toxic chemicals has derailed in a residential
area, a child has wandered away from her day care and is missing, or perhaps
an armed suspect is hiding from police. How do police and fire agencies
warn citizens about safety threats near their homes, or enlist their help? A new high-tech notification system allows public safety officials to
quickly warn residents and businesses of emergency situations in their
neighborhoods. The "CodeRed" system is operated by the Dakota
Communications Center (DCC), which provides 9-1-1 answering and public
safety dispatch county-wide. The DCC has partnered with all police and
fire departments in Dakota County to provide the CodeRed emergency communication
system, which delivers emergency messages to residents. Thanks to the
"CodeRed" system, residents and businesses can receive timely,
targeted information to help them stay safe. The system combines computerized
mapping software with a high speed telephone system to rapidly deliver
targeted messages to areas as small as a city block or as large as an
entire county. The system also provides text and e-mail notifications. The DCC, along with local police and fire officials expects CodeRed to be used in situations where the public needs to take protective actions, such as a hazardous material spill or armed criminal search, or when the public's assistance is needed, such as a missing child or vulnerable adult. At the request of public safety, the DCC will record a message, establish a notification area and send the message over a dedicated phone system to all phones, text devices and e-mail addresses registered within the notification area. While the system's database of wire-line phones is extensive, residents
and businesses are encouraged to self-register if they rely upon cell
phones, have recently moved or changed phone numbers or would like to
receive notification by text device or e-mail. A valid address within
Dakota County must be associated with each self-registration. Registration
information will only be used for emergency notification purposes and
there is no cost to register or receive messages. To register, people may visit either click on the Code

and follow the "CodeRed" links to the on-line registration process.
Those without internet service may contact the Dakota Communications Center
at 651-322-8660, 7:00 AM to 5:00 PM, Monday through Friday to provide
