Absentee Voting Absentee ballots for voters who are unable to go to their polling places on election day are available from the Apple Valley Municipal Center, 7100 West 147th St. as well as from the Dakota County Administration Center in Hastings; the Northern Service Center, in West St. Paul; and from the Western Service Center, 14955 Galaxie Avenue in Apple Valley. The ballots may be obtained, in person, during regular office hours from 8:00 a.m. to 4:30 p.m., Monday through Friday. The Western Service Center is open until 6:00 p.m., on Tuesdays and Thursdays. Ballots are also available at the Apple Valley Municipal Center on the Saturday before each election from 10:00 a.m. - 3:00 p.m., and until 5:00 p.m. on the Monday preceding each election day. An absentee ballot application must be completed prior to receiving an absentee ballot. Applications for the ballots, and the ballots, can also be mailed to those who cannot come into the Western Service Center or Municipal Center to get them. Apple Valley residents who would like an application form mailed should call 952-953-2500 between 8:00 a.m. and 4:30 p.m., Monday through Friday.
