To maintain the aesthetic quality of the community, city ordinance prohibits the outdoor storage of abandoned and junk vehicles on private property. Abandoned and junk vehicles should be stored in an enclosed garage or storage building.
Vehicles parked outside on private property that lack vital component parts or are in such a visibly inoperable condition that they are incapable of use consistent with their usual functions are considered junk vehicles and prohibited by City ordinance. Vital component parts include, but are not limited to the motor, drive train and wheels. Vehicles must also be properly licensed with registration adequately displayed. Outdoor storage of junk vehicles and vehicles not properly licensed is prohibited at both commercial and residential property in the City of Apple Valley. Such vehicles should be stored within an enclosed garage or building or removed from the property. Private property owners and managers may remove such vehicles without the consent of the vehicle owner.
Repair of junk vehicles may take place on private property by residents who own the vehicle. Dismantling, demolition or abandonment of automobiles or other vehicles, however, is prohibited. Minor automobile repair may occur out of doors; major automobile repair must occur within a garage. Major automobile repair includes general repair, rebuilding or reconditioning of engines, motor vehicles or trailers, including body work, framework, welding and major painting service. Minor automobile repair consists of the replacement of any part or repair of any part which does not require removal of the engine head or pan, engine transmission or differential; incidental body and fender work, minor painting and upholstering service of passenger vehicles and trucks not in excess of 7,000 pounds gross weight.
