Ordinance Proposal: Amending Chpt 155 Regulating Outdoor Promotions and Events
Summary: The following proposed ordinance amendment is part of a group of amendments creating provisions in the City code to allow for large Special Events, and Mobile Food Units to operate within the City as part an event. Due to the nature of events they impact several sections of code, from the zoning and signage, to roadways and solicitors. Each of these amendments are interrelated and have been reviewed by the City in conjunction with one another as they would not be applicable without the other ordinances.
Chapter 155 – Outdoor special events and promotions – The proposed ordinance creates a new classification of event, “outdoor special event” in addition to the “outdoor promotion”. The purpose of this is to allow for events such as a 5K run/walk, bicycle rally’s, or public event not sponsored by the City of Apple Valley, and not occurring fully within an Apple Valley park. These events are growing in popularity, and have different needs that an outdoor business promotional sale. The ordinance also sets thresholds for when an outdoor special event permit can be issued by staff administratively, or when City Council review is required.
